A complaint inspection was initiated and concluded on 04/18/2024. The inspector arrived at 1:50 PM and departed at 4:20 PM. The inspector reviewed compliance in the areas of administration, staffing and supervision, programming, and special care and emergencies. The investigation included observation, review of documentation and staff interviews.
A preponderance of evidence did not support the allegations that staff do not routinely check and change soiled diapers nor that parents are not notified of children's injuries.
Information gathered during the investigation did determine non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program and discussed with the program director during the exit interview.

Standard #: 8VAC20-780-340-A Complaint related: Yes Description: Based upon observation, the facility has not ensured that when staff are supervising children, they always ensure their care protection and guidance.
Evidence:
1. Staff 1 was observed taking a group of toddlers out onto the playground. Staff 1 did not speak with or interact with the children as she stood on the playground.
2. At two separate times, children were observed falling on the sidewalk. Staff 1 did not go to the children to determine if they were injured or needed assistance.Plan of Correction: Not available online. Contact Inspector for more information.
Standard #: 8VAC20-780-340-D Complaint related: No Description: Based upon review of records and staff interview, the facility has not ensured that in each grouping of children at least one staff member who meets the qualifications of a program leader or program director is regularly present.
Evidence:
1. Staff interviews revealed that from 4:00 PM until closing, there is not a program leader qualified person on duty in the Toddler classroom.
2. Review of staff records confirmed that when staff 2 left at 4:00 PM, neither staff 1 nor staff 3 are program leader qualified.Plan of Correction: Not available online. Contact Inspector for more information.
Standard #: 8VAC20-780-380-B Complaint related: Yes Description: Based upon observation, the facility has not ensured that staff encourage language development by having conversations with children and by labeling and describing objects and events.
Evidence:
1. Staff 1 was observed sitting on the floor in the corner of the classroom prior to afternoon snack. Although children were around staff 1, staff 1 did not interact with or speak with the children.
2. Staff 1 was observed passing out afternoon snack to the children. Items were being dropped in front of the children from adult height. There was no interaction with the children.Plan of Correction: Not available online. Contact Inspector for more information.
