63.2(17) License & Registration Procedures
- Technical Assistance:
22 VAC 40-185-210. Program leader qualifications. A. Program leaders shall be at least 18 years of age, have fulfilled a high school program completion or the equivalent, and meet one of the following: 1. Have one of the program director qualifications in 22VAC40-185-190; 2. Have an endorsement or bachelor's degree in a child-related field such as, but not limited to, elementary education, nursing, or recreation, from a college or university; 3. Have three months of programmatic experience and at least one of the following education backgrounds: a. A one year early childhood certificate from a college or university that consists of at least 30 semester hours; b. A child development credential by an organization listed in ? 63.2-1738 of the Code of Virginia; c. A teaching diploma from an internationally or nationally recognized Montessori organization; or 4. Have six months of supervised programmatic experience. a. Within six months before being promoted or beginning work or one month after being promoted or beginning work, a minimum of 12 hours of training shall be received related to the care of children, including but not limited to: (1) Child development; (2) Playground safety; (3) Health and safety issues; and (4) Preventing and reporting child abuse and neglect.
An unannounced monitoring inspection was conducted this date. A total of 41 children with 11 staff on site today. A new Director on site. Observation of all 8 classrooms was made along with the playground. All topical ointments/authorizations were reviewed and found complete. Ratios were within supervision guidelines. Classrooms decorated with seasonal crafts completed by children such as, handprint clovers, handprint flowers. In the Space and Flight class, parts of the flower and the life cycle of chicks and ducks was on display. This coordinated with the planned lesson. A total of 5 children and 5 staff records were reviewed. The previous violation notice from the January inspection was reviewed. Some violations found today. Standard #: 22VAC40-185-70-A Description: Based on staff record review, 2 records did not contain documentation of qualifications for a lead teacher. Evidence: Staff #2 and #4 are lead teachers, no documentation of lead qualifications were found. Plan of Correction: Staff #2 will request college transcripts documenting that they are qualified. Staff #3 has an undergraduate degree but will obtain 24 additional hours of training in child development, playground safety, reporting child abuse/neglect and health and safety issues.
Standard #: 22VAC40-191-60-C-2 Description: Based on review of staff records, one background check was not obtained. Evidence: Staff #4 was hired on 2/1/19. The Central Registry Search was returned in error on 2/11/19. The Central Registry Search was not requested after it was returned. Plan of Correction: We will have this staff correct the error of their middle name and send it back for the search. We will forward the results to the Licensing Inspector within 10 days.
Standard #: 63.2(17)-1720.1-B-3 Description: Based on staff record review, one out of state background check was not obtained. Evidence: Staff #2's initial out of state Central Registry search was requested in 2/19. No search results were returned. Center failed to follow up within 45 days of the search request. Plan of Correction: We will follow up with the this and document the attempt to do so. We will forward the follow up documentation to licensing for review.
