The Licensing Inspector conducted a joint investigation with a local agency in response to a complaint that was received by the licensing office on May 14, 2019. The investigation regarding inappropriate redirection in the Pre-K classroom was initiated on May 16, 2019 from 9:12am to 11:20am. The center's video recordings were reviewed and interviews were conducted with staff. The information gathered during this investigation does support the allegations, so the complaint is determined to be valid. See the Violation Notice for findings. Please complete the columns for "Plan of Correction" and "Date to be Corrected" for each violation cited on the violation notice, and then return a signed and dated copy to the licensing office within 5 business days of receipt. Standard #: 22VAC40-185-410-1 Complaint related: Yes Description: Based on interview and review of the center's video recordings, a staff member used a forbidden action of rough handling a child in care. Evidence: 1. On 5/14/2019 at approximately 5:00pm, Child #1 (4 years old) was sitting at the table playing with a toy. Child #1 stood up as Staff #1 walked towards the child. Child #1 reached for Staff #1. Staff #1 grabbed Child #1's left arm and pushed him forward (approximately a table length). Child #1 then walked towards the dramatic play area, stopped and Staff #1walked towards the child. Staff #1grabbed the child's left upper arm and pulled the child backwards. 2. On 5/14/2019 at approximately 5:35pm, Child #1 walked up to Staff #1 while Staff #1 was standing up looking at the computer in the classroom. Child #1 grabbed Staff #1's sweater, then touched Staff #1's face with two hands. Staff #1 smacked the child's hands away and grabbed the child's left arm and pushed him away from her. 2. After reviewing the center's video recordings, Staff #1 stated "I could have talked more." Staff #1 stated "it does look a lot aggressive. I grabbed him by the arm because he wasn't listening." Staff #1 stated the interaction between herself and Child#1 was wrong and stated "it definitely looks like rough handling." Plan of Correction: Staff is no longer part of our team. Additional staff in the classroom view the video and we used it as a training tool while going over appropriate behavior and interaction with children.
