Comments:
The Licensing Inspector conducted a joint investigation with a local agency in response to a complaint that was received by the licensing office on May 23, 2019. The investigation regarding inappropriate use of force to redirect a child in the Preschool 1Two's classroom was initiated on May 30, 2019 from 10:00am to 1:05pm. The center's video recordings were reviewed and interviews were conducted with staff. The information gathered during this investigation does support the allegations, so the complaint is determined to be valid. See the Violation Notice for findings. Please complete the columns for "Plan of Correction" and "Date to be Corrected" for each violation cited on the violation notice, and then return a signed and dated copy to the licensing office within 5 business days of receipt. If you have any questions you may contact me at Stacy.Doyle@dss.virginia.gov or 571-835-0386.

Violations:
Standard #: 22VAC40-185-400-B
Complaint related: Yes
Description: Based on interview and review of the center's video recordings, the center did not ensure behavioral guidance was constructive in nature, age and stage appropriate, and intended to redirect children to appropriate behavior and resolve conflicts. Evidence: 1. On 5/23/2019 at approximately 4:14pm, Child #1 (2 years old) got up from sitting on the floor, and began to walk towards the bathroom. Staff A walked across the room and grabbed Child #1's left arm, pulled the child towards the other side of the classroom, lifted the child up under the arms, carried the child with their feet off the ground and placed her next to her.

Plan of Correction: Teacher was trained in appropriate interactions and ways of addressing and redirecting the children. Mandatory training was provided to all teachers about appropriate interaction and re-direction.
