Comments:
The Licensing Inspector conducted a joint investigation with a local agency in response to a complaint that was received by the licensing office on May 29, 2019. The investigation regarding inappropriate redirection of children and supervision in the Preschool 1 Twos classroom was initiated on May 30, 2019 from 10:00am to 1:05pm.

The center's video recordings were reviewed and interviews were conducted with staff.

The information gathered during this investigation does support the allegations, so the complaint is determined to be valid. See the Violation Notice for findings.

Description: Based on review of the center's video recordings and interview, the center failed to ensure that all children under 10 years of age were within actual sight and sound supervision at all times. Evidence: 1. On 5/29/2019 at approximately 1:05pm, 1:08pm and 1:12pm, Staff #1 left the Preschool 1 Twos classroom and went to the children's bathroom to fill cubbies in the back of the room and was not within sight and sound of the resting/sleeping children;. 2. Staff #1 stated when she is in the bathroom, she can not see the children napping.

Description: Based on review of the center's video recordings and interview, the center did not ensure behavioral guidance was constructive in nature, age and stage appropriate, and intended to redirect children to appropriate behavior and resolve conflicts. Evidence: 1. On 5/29/2019 at approximately 3:38pm, Staff #1 used one hand and grabbed Child #1's left arm to take the child from the bathroom area to the carpet area and pushed Child #1 forward near the bathroom. Once Child #1 was sitting on the carpet, Staff #1 reached down with one arm and pulled Child #1 up off the ground then pushed the child down to where she wanted the child to sit on the carpet. 2. On 5/29/2019 at approximately 5:08pm, Staff #1 took food away from two children. Staff #1 stated she took away one of the snacks because the child was biting the bowl. Staff #1 stated "I took the snack away to get them to refocus." She stated she gave it back after they sang "open and shut them".
