63.2(17) License & Registration Procedures

Technical Assistance:
Reviewed the requirement for recording the application of insect repellent.

Comments:
An unannounced monitoring inspection was conducted today. There were 25 children in care, with a total of 7 staff members assigned to their direct supervision. Children's records, new staff records, background checks, staff training, administrative documents, children's nutrition, classroom programming, and emergency preparedness items were inspected today. The children were observed playing with toys, creating art projects, eating lunch, and taking their afternoon nap. The children were served lasagna, salad, blueberries, and milk for lunch today. This inspection was completed between approximately 10:30am and 12:50pm. Thank you for meeting with me today. Violations:
Standard #: 22VAC40-185-80-A
Description: Based on a review of attendance records, it was determined that two classrooms have not maintained an accurate written record of children in attendance daily. Evidence: In the Toddler classroom, the written attendance was not completed for Tuesday 7/30/19 and Wednesday 7/31/19. In the Infant classroom, there were 10 children in care but the documented attendance for today indicated a total of only 9 children in care.

Plan of Correction: Both sets of attendance were immediately corrected during the inspection.

Standard #: 22VAC40-185-180-C
Description: Based on staff interviews, it was determined that one new staff member does not speak English well enough to be able to communicate with emergency personnel. Evidence: Staff person E began employment today, 7/31/19. Upon entering her classroom, the Inspector asked her basic emergency preparedness questions in order to evaluate her ability to communicate with emergency personnel. This staff person was unable to answer in English when asked the following questions "What phone number do you call if there is a fire?" and "What is the address of the school?" The Inspector asked these questions again a few moments later, at which point the staff person was still unable to answer in English.

Plan of Correction: Because she's not able to speak English well enough, I will have to end her employment effective immediately.

Standard #: 63.2(17)-1720.1-B-3
Description: Based on a review of new staff background checks, it was determined that one required out of state background search has not been requested. Evidence: Staff person A began employment on 3/29/19. This person has indicated that she resided outside of the state of VA within the past 5 years. Management staff have not submitted an out of state central registry search request for this individual.

Plan of Correction: I will submit the search request for the other state within the next 10 days. I will submit documentation of the search request to my Inspector.
