A Subsidy Health and Safety inspection was conducted on Tuesday, December 17, 2019 between 9:07 am to 2:15 pm to review supplemental health and safety requirements. The children in care were observed by the licensing inspectors in the various classroom settings. The census for today's inspection consisted of children and staff including administrative staff. The licensing inspectors observed the children in care completing a variety of activities to include engaging in free play activities, sitting in age appropriate equipment, working on coloring worksheet,asleep in cribs, transitioning outdoors, and eating lunch. The children's lunch for today consist of ham roll, peas, fruit, and milk. The licensing inspectors also completed observations of parent drop offs.The center's classrooms, bathrooms areas, kitchen, and outdoor playground areas were inspected . There were six children?s records and six staff's record reviewed during this inspection. The required posting were inspected. A licensing inspection was also conducted this date; the two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements that are not covered in licensing standards are reviewed during this supplemental inspection. Description: Based on observation, review of attendance, and interview with staff, the center did not ensure a written hard copy record of daily attendance that documents the arrival and departure of each child in care.

Evidence: In Infant room, there were five children in care and there was no written documentation observed on the attendance record for this group of children. Interview with staff confirmed the children in this group was not documented during this inspection.

Plan of Correction: Created a hard copy document to daily attendance form each group (arrival/departure)

Description: Based on interview with staff, the center did not ensure a written policy and procedures that describes how the vendor will ensure that each group of children receives care by consistent staff or team of staff members.

Evidence: Interview with staff revealed a written policy and procedure for a consistent care plan was not available for review during the inspection.

Plan of Correction: Each group of children will have a lead teacher and assistant teacher to assure that all the children needs are met with care.

Description: Based on a review of emergency preparedness plan, and interview with staff, the center did not ensure a written emergency preparedness plan that addresses all required components.

Evidence: A review of emergency preparedness plan and interview with staff confirmed the emergency plan did not address special accommodations for toddlers and children with special needs.

Plan of Correction: Emergency plan for toddlers and children with special needs. We would put the toddlers in a large stroller to take them out the building and special needs children that are in wheel chairs (which we do not have at this time) we will take them down the back ramp.

Description: Based on interview with staff, the center did not ensure to develop a continuity of operations procedures.

Evidence: Interview with staff revealed a continuity of operations procedures for the center was not develop for review during the inspection.

Plan of Correction: During the emergencies lock down or stay in place, we would make sure that there are books, snacks, all needs for those children wearing pampers and are using bottles. To do practice drills and making sure to keep the children as well as the parents calm. And to notify the parents by phone when it is safe to get their children.
