Comments:
The Licensing Inspector conducted a joint investigation with a local agency in response to a complaint that was received by the licensing office on January 27, 2020. The investigation regarding rough handling children in the Two Year Old classroom was initiated on January 30, 2020 from 9:06am to 11:15am.

Documents and the center's video recordings were reviewed and interviews were conducted with staff.

The information gathered during this investigation does support the allegations, so the complaint is determined to be valid. See the Violation Notice for findings.

Complaint related: Yes
Description: Based on interview and review of the center's video recordings, the center did not ensure behavioral guidance was constructive in nature, age and stage appropriate, and intended to redirect children to appropriate behavior and resolve conflicts.
Evidence:
1. On 1/21/2020 at approximately 9:19 a.m., Child #1 (2 years old) and Child #2 (2 years old) were leaning on a low shelf. Child #1 got his chest on top of the shelf. Staff A got up out of her chair, walked across the carpet towards the shelf and grabbed Child #1's right arm with her right hand and Child #2?s right arm with her left hand, and pulled the children by their arms around the shelf and to the carpet. As Child #2 began crawling forward on the carpet, Staff A then pulled Child #2 back by the belt loop on the child?s pants.

2. Staff A stated she had to get them quickly, so they wouldn?t hurt themselves.

Plan of Correction: We have started weekly observations in the classrooms and from watching live feed. We will also continue to work with Staff A to help assist with ongoing professional development training.

Description: Based on interview and review of the center's video recordings, a staff member used a forbidden action of rough handling a child in care.
Evidence:
1. On 1/24/2020 at approximately 9:23am, Child #2 (2 years old) was running around the column in the classroom. Staff A grabbed Child #2 by the back of his shirt and picked the child up off the floor and moved him approximately 5 feet 6 inches before placing the child back down on the carpet. Staff A then picked the child back up again by his arms and moved Child #2 approximately 6 feet to the chair. Staff A then restrained Child #2 in between her legs and held his arms with her hands for approximately 2 minutes while the child tried to get away from Staff A.

2. Staff A stated she grabbed Child #2's shirt because she was trying to get him to calm down.

Plan of Correction: We have training on February 12, 2020 with an trainer on Behavioral guidance.
