Comments:
This inspection was conducted by licencing staff using an alternate remote inspection protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A complaint inspection was initiated on March 25, 2020 and completed on June 10, 2020 regarding a complaint received by the department regarding the area of Staffing/ Supervision and Special Care Provision/Emergencies. The director was contacted by telephone to conduct the investigation. The inspector requested from the director a list of documentation required to complete the investigation.

The evidence gathered during the investigation supported the allegation of non-compliance with standards or law and violations were issued. Any violations not related to the complaint but identified during the course of the investigation can be found on the violation notice.

Description: Based on a review of center documentation and interviews, the center staff did not ensure the care protection and guidance of a child in care.

Evidence: 1) On March 3, 2020 between 4:45pm and 4:55pm, child #1, age two ingested a prescription medication belonging to staff#1. Staff #1 was preparing to take a (pill) medication and dropped it on the ground. The pill rolled under the half door dividing the staff member from the children. Staff #1 stated child #1 ?grabbed the pill and put it in her mouth and started chewing it and then I put my finger in her mouth and tried to get it out but she only started to chew it more?. Child #1 was able to ingest a prescription medication belonging to a center staff.

2) During interviews, Staff #1 stated ?then I took all the children up front to tell management?. Staff #2, the designated staff member in charge, indicated they did not contact emergency personnel ?because I was looking to see if she was ok and she seemed sleepy but ok?.

3) The parent of child #1 arrived to pick up their child up between 5:10pm and 5:20pm and at that time staff #1, notified the parent of the incident. The parent then contacted emergency personnel and they arrived at the center and assessed child #1.

4) The center staff failed to protect child #1 during this incident.

Plan of Correction: Staff is no longer allowed to store their personal effects in a locked cabinet in the classroom. They will be required to store all personal items purses, backpacks, lunch boxes, laptops etc, in the staff lounge in their designated storage area/cubby. It a staff member needs access to the staff lunge they must contact a member of management and gain access. If any staff member needs to take medication, they must notify the front office so that coverage can be provided in the classroom so that the member can safely take their medication in the staff lounge. All closing staff have nee n retrained on how to handle these situations if it were to occur. They have received extensive training on the appropriate steps to take to ensure the safety of the individual and prompt action and response to the scenario at hand.
