Code of Virginia legislative changes effective July 1, 2020 discussed.
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A monitoring inspection was conducted on 07/16/2020. The director was contacted by telephone to initiate the inspection. There were 67 children present and ten staff. The inspector emailed the director a list of items required to complete the inspection. The inspector reviewed four children's records and four staff records submitted by the facility to ensure documentation was complete.
Information gathered during the inspection determined non-compliance with applicable standards and violations were documented on the violation notice issued to the facility.
The licensing inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care Programs.
Standard #: 22VAC40-185-90--A Description: Based on record review and interview, the center failed to ensure that the written parent agreement contains all of the required elements.
1. The written parent agreement for child 2 lacked the following:
a. An authorization for emergency medical care should an emergency occur when the parent cannot be located immediately;
b. A statement that the parent will inform the center within 24 hours or the next business day after his child or any member of the immediate household has developed any reportable communicable disease, as defined by the State Board of Health, except for life threatening diseases which must be reported immediately.
1. The written parent agreement for child 2 lacked authorization for emergency medical care and communicable disease notification.
2. The program director verified that these statements were not included on the enrollment forms for child 2.
Plan of Correction: The parent of child 2 will be asked to complete a written parent agreement by the close of business on July 21, 2020.
Standard #: 22VAC40-185-480-B Description: Based on record review and interview, the center failed to maintain from the parent of each child who participates in swimming or wading a statement from the parent advising of a child's swimming skills before the child is allowed in water above the child's shoulder height.
1. The record for child 1 and child 2 lacked a swim skills statement from the parent.
2. The program director verified that a swim skills statement was not on the enrollment form for child 1 and child 2.
Plan of Correction: A written skills statement will be obtained and added to the enrollment record of child 1 and child 2.
