This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A complaint inspection was initiated on 7/31/2020 and concluded on 8/27/2020. A complaint was received by the department regarding allegations in the area of child release policy and training. The director was contacted by telephone to conduct the investigation. The inspector emailed the director a list of documentation required to complete the investigation.
The evidence gathered during the investigation did support the allegations of non-compliance with standards or law.

Standard #: 22VAC40-185-40-E Complaint related: Yes Description: Based on interviews with staff and review of School Security - Child release policy, the facility failed to follow the center's own polices and procedures that are required by these standards. Evidence: the center's child release policy states, "Under no circumstances, will a child be permitted to leave school grounds with any adult, without written permission from the parent or pre-authorization." On 5/6/2020, Staff 1 took Child A off school grounds without written permission from the parent or pre-authorization. Child A was transported in Staff 1's vehicle and returned to the center shortly thereafter. Plan of Correction: Staff 1 misunderstood permission to take the child off the school grounds. Staff 1 was terminated. Center director reviewed the child release policy for all remaining staff at a staff meeting.
