Technical Assistance:
COVID19 guidance was reviewed to include:
*Child care settings should limit capacity to 12 individuals per room, including staff for children under the four years, provided age-based adult:child ratios are followed.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A complaint inspection was conducted on 08/26/2020 using a combination of telephone call and face time viewing of the facility. Written attendance records were submitted by the program director for review.

The complaint alleged that the facility was not in compliance with required staff-to-child ratios on the morning of 08/26/2020.

Based on a review of attendance records and interview with the program director the complaint is found to be valid.

The violations found are listed on the violation notice and were reviewed with the program director at the exit interview.

Complaint related: No
Description: Based on interview and record review, the center failed to ensure that staff shall be counted in the required staff-to-children ratios only when they are directly supervising children.

Evidence:
1. Staff 1 and Staff 2 were responsible to supervise between 15 - 29 children, ages 16 months - 12 years, in the school age classroom on 08/26/2020 between 8:30-9:00am.
a. Staff 1 confirmed that she left the classroom on multiple occasions to answer the door and conduct health and COVID checks on each child as they arrived.
2. During this period, Staff 2 was left alone to supervise up to 29 children, when 6 staff were needed to meet ratio requirements.

Plan of Correction: Additional staff have come to assist in the morning so the classrooms can be in ratio and staff is allowed to do COVID checks in the morning.

Description: Based on interview and record review the center failed to ensure that the following ratios of staff to children are required wherever children are in care:
a. For children 16 months old to two years: one staff member for every five children;

Evidence:
1. Written attendance records indicate there were a total of 11 children, ages 16 months - three years, in care with 1 staff at 8:30 am.
a. Three staff were needed as two of the children in the group were 16 months of age.
2. Written attendance records indicate there were a total of 14 children, ages 16 months - three years, in care with 1 staff at 8:45 am.
a. Three staff were needed as four of the children in the group were 16 months of age.
3. The program director confirmed that there was only one staff with this group of children until 9:00 am.

Plan of Correction: As stated before we have additional staff coming in early to avoid the classrooms being out of ratio.

Description: Based on interview and record review the center failed to ensure that the following ratios of staff to children are required wherever children are in care:
*For two-year-old children: one staff member for every eight children.


Evidence:

a. Two staff were needed as two of the children in the group were two years of age.
2. Written attendance records indicate there were a total of 14 children, ages 16 months - three years, in care with 1 staff at 8:45 am

Plan of Correction: We will continue to ensure we have more than enough staff to properly supervise the children at all times.
