This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A monitoring inspection was conducted on 10/1/2020. A self-reported incident was received by the department regarding allegations in the areas of behavioral guidance. The director was contacted by telephone to conduct the investigation. The inspector emailed the director a list of documentation required to complete the investigation. Interviews with staff were conducted by telephone.
The evidence gathered during the investigation supported the self-report of non-compliance with standards or law and violations were issued.

Standard #: 22VAC40-185-400-A Description: Based on staff interviews, behavioral guidance from staff did not encourage decision making, independence, and self direction.
Evidence:
On 9/29/2020, Child A (aged 6 years) was observed by Staff 1 and Staff 2 to leave the area where he was participating in online coursework and proceed to walk around the classroom.
Staff 1 attempted to speak with the child and encourage him to return to his work station.
Child A was unresponsive to Staff 1's request to return to his work station.
Staff 1 proceeded by picking Child A up and moving him to the back of the classroom near the windows.
Staff 1 and Staff 2 stated that Child A was crying while being moved and said "you're not helping", "put me down", and "I can stand on my own two feet".
After Child A was moved to the back of the room Staff 1 sat near the child and said "I have all day".
Staff 2 notified management of the incident at the first available opportunity.Plan of Correction: Staff 1 has been terminated and no longer works at our school. (10/1/2020).
Our education coach will re-train our staff on our Discipline of Children Policy, focusing on Positive Guidance. (10/30/2020)
