This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A monitoring inspection was completed on September 28, 2020. The provider was contacted by telephone (video call) to initiate the inspection. There were 91 children present and in the care of 17 staff members. The inspector was able to view all required documentation. Five complete staff records, the background checks for six new staff members, five children's records, and the medication for three children were reviewed.
Information gathered during the inspection determined a non-compliance with applicable standards or law and the violation was documented on the violation notice issued to the facility.
The Licensing Inspector reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Standard #: 63.2(17)-1720.1-B-2 Description: Based on the review of five complete staff records, review of the background checks for six new staff members, and confirmation with the program director, the center failed to obtain a National Criminal Background Check (Fingerprint Check) for two staff members before their first day of employment.
Evidence:
1. The record for Staff Member D had a National Criminal Background Check dated 08/21/2020 which was after the staff member's first date of employment. First date of employment was 08/20/2020.
2. The record for Staff Member J did not contain a completed National Criminal Background Check. Her first date of employment was 08/14/2020.Plan of Correction: On April 15th 2020 an e-mail was received from the department of social services indicating areas of leniency waivers during the VA state of emergency, the 7th item listed is background checks. The director stated it was an oversight that Staff Member D started before the results of her National Criminal Background Check were returned. The director also stated that Staff Member J cancelled her fingerprint appointment, did not inform administration, and they did not follow-up on the results before hiring her. The administration had Staff Member J leave work and is not to return until the results are received. From now on, the administration will not hire any employee until the results of the National Criminal Background Check have been obtained.
