This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A renewal inspection was initiated on 10/02/2020 and concluded on 10/20/2020. The director was contacted by telephone to
initiate the inspection. There were 31 children present and 12 staff. The inspector emailed the director a list of items required to complete the inspection. The Inspector reviewed 3 children?s records and 3 staff records submitted by the facility to ensure documentation was complete. Three board officer's background checklist information in the center record was also reviewed.
Information gathered during the inspection determined non-compliances with applicable standards or law and violations were documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Standard #: 22VAC40-191-40-D-1-C Description: Based on review of documentation, the center failed to ensure all repeat backgrounds were obtained every five years.
Evidence:
1. The inspector reviewed the renewal application and the board officer's background checklist in the center's record. Board officer #3's search of the central registry was dated 07/14/2015.Plan of Correction: The board officer was diagnosed with an illness that made her immune compromised. As a result, the COVID-19 regulations delayed her renewal of background check in 2020. We did receive an updated form on Board Officers on 10/2/2020 and 10/9/2020.
Standard #: 63.2(17)-1720.1-B-3 Description: Based on review of staff records, the center failed to obtain out-of-state search of central registry checks.
Evidence:
1. The inspector reviewed three staff records. One of three records reviewed (staff record #1) did not include results of out-of-state search of the central registry checks for states the staff had lived in the preceding five years. Staff #1's date employment was 07/01/2020.Plan of Correction: All of the background information was submitted late. We are still waiting to receive the background check however, the staff person no longer works for the agency as of 10/10/2020.
