This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia. The virtual inspection was conducted via Facetime.
A renewal inspection was initiated on 10/13/2020 and concluded on 10/23/2020. The director or was contacted by email to initiate the inspection. There were 77 children, 14 staff and 4 administrative/support staff present. The inspector emailed the director a list of items required to complete the inspection. The Inspector reviewed 5 children?s records and 5 staff records submitted by the facility to ensure documentation was complete.
Information gathered during the inspection determined non-compliance with applicable standards or law and the violation was documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Standard #: 63.2(17)-1720.1-B-4 Description: Based upon review of five staff records, the facility has not ensured that they have obtained copies of the results of a criminal history record information check and sex offender registry check from any state in which the applicant has resided in the preceding five years before a final determination has been made of the individual's eligibility to have responsibility for the safety and well-being of children.
Evidence:
1. The program director stated that staff 1 was hired on 8/10/2020. Results of fingerprint and sex offender checks from a state the employee had lived in within the previous five years were not obtained prior to or following hire.
2. The program director stated that staff 2 was hired on 8/18/2020. Results of fingerprint and sex offender checks from a state the employee had lived in within the previous five years were not obtained prior to or following hire. Staff 2 was on duty with the children during the inspection.Plan of Correction: The facility responded with the following:
All Virginia Background checks were completed before Employee #1 and Employee #2 started employment. Missing Out-of-State Sex Offender Searches were completed online for Employee #1 and Employee #2 on the day of violation notice 10/23/2020. Both returned as no match for offences on 10/23/20. As of 10/29/2020 the two remaining Out-of-State checks have been submitted
