63.2(17) License & Registration Procedures

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A monitoring inspection was initiated on November 4, 2020 and concluded on November 5, 2020. The director was contacted by telephone to initiate the inspection. There were 57 children present and with 12 staff. The inspector reviewed 4 children's rerecords and 4 staff records submitted by the facility to ensure documentation was complete. The background check records were reviewed for 2 others related to the renewal inspection. Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child care programs.

Violations:
Standard #: 63.2(17)-1720.1-B-3
Description: Based on review of 4 staff records and interviews, the licensee did not ensure the child day center obtained a copy of the results of the central registry from any state in which the applicant has resided in the preceding five years

Evidence: The record for Staff #2 (date of hire 9-8-2020) included a sworn statement documenting they had lived in South Carolina within the last 5 years. The Central Registry results for South Carolina had not been obtained. Center Director confirmed Staff #2 was working during the inspection.

Plan of Correction: Central Registry results were obtained 11/9/20 from South Carolina.

Standard #: 63.2(17)-1720.1-B-4
Description: Based on review of 4 staff records and interviews, the licensee did not ensure the child day center obtained a copy of the results of a criminal history record check and sex offender registry check from any state in which the applicant has resided in the preceding five years and the complete data received before reporting to the child day center.

Evidence: The record for staff #2 included a sworn statement documenting they had lived outside of of Virginia within the last 5 years (South Carolina) and the sex offender registry and criminal records check for South Carolina had not been obtained prior to beginning work. Center Director confirmed staff #2 was working during the inspection.

Plan of Correction: Criminal History Check was mailed 11/9/20 to South Carolina.
