63.2(17) License & Registration Procedures

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A renewal inspection was initiated on 11/24/2020 and concluded on 11/24/2020. The in-charge person was contacted by telephone to initiate the inspection. There were 50 children present and 11 staff. The inspector emailed the director/provider a list of items required to complete the inspection. The Inspector reviewed 4 children?s records and 4 staff records submitted by the facility to ensure documentation was complete.
Information gathered during the inspection determined non-compliances with applicable standards or law and violations were documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-185-510-A
Description: Based on review of one medication, the facility failed to have written parental authorization for the center to administer the medicine. Evidence: One medication for Child D did not have written parental authorization for the center to administer on emergency medication.

Plan of Correction: Center staff will secure the written parental authorization for the medication and will ask the parent to obtain physician signature if needed for more than 10 days.

Standard #: 22VAC40-191-60-C-2
Description: Based on review of four staff files, the facility failed to have documentation of a completed search of the central registry (CPS check) within 30 days of employment. Evidence: there was no completed search of the central registry on file for Staff 1 (date of hire 7/16/2019) or Staff 2 (date of hire 8/13/2020).

Plan of Correction: Center staff will contact the Office of Background Investigations to check on the status of the CPS checks.

Standard #: 63.2(17)-1720.1-B-3
Description: Based on review of four staff files, the facility failed to submit an out of state child abuse and neglect search by the 30th day of employment for any staff who have resided in another state in the past five years. Evidence: Staff 2 (date of hire 8/13/2020) indicated on the sworn disclosure statement that she had resided in another state (MO) in the past five years. The facility failed to submit an out of state child abuse and neglect search as required. Center staff confirmed the check had not be sent.

Plan of Correction: The out of state child abuse and neglect search will be sent.
