Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was initiated on 01/28/2021 and concluded on 01/28/2021. The director was contacted by telephone to initiate the inspection. There were 73 children present and 13 staff. The inspector emailed the director a list of items required to complete the inspection. The Inspector reviewed four children?s records and four staff records submitted by the facility to ensure documentation was complete.

Information gathered during the inspection determined non-compliances with applicable standards or law and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-185-340-A
Description: Based on observation and interviews, it was determined that the center did not ensure the care, protection, and guidance of children in care. Evidence:
1. The center failed to adhere to the health and safety guidelines established due to the COVID-19 pandemic of maintaining the same groups of children day-to-day and not combining classrooms to help reduce potential exposure to COVID-19. Interviews revealed that classrooms were combined in the mornings, afternoons, and sometimes throughout the day to support ratios for staffing issues. 2. Children in the two year old rooms, three year old room, and four year old rooms were not maintaining a social distance of at least six feet apart. Children were observed without masks and seated three to four children to a table participating in various activities.

Plan of Correction: Management has sent out mass emails and posted info for parents to send students with masks/face coverings daily. We have purchased masks for students who may arrive without a mask. We are reminding staff and parents daily to discuss social distancing and the importance of wearing a mask. Classrooms are not combining. Staff are scheduled so classrooms are not combining.

Standard #: 22VAC40-185-390-B
Description: Based on interviews and observation of the school age program it was determined that there were not an adequate amount of daily activities accessible for children in care. Evidence: The school age program was moved from their designated classroom to the front lobby of the facility for virtual learning to allow a younger age group to permanently utilize the classroom. The daily activities such as projects, hobbies, art, music, imaginative play, and blocks for the school age room are not accessible to the children when remote learning is over.

Plan of Correction: School-Agers are virtually from approx 8 am - 4 pm daily. After 4 pm students are moved to the classroom to completed activities planned by their teacher.

Standard #: 22VAC40-191-60-C-2
Description: Based on review of four staff records it was determined that staff were still permitted to work at the facility when documentation of a central registry check was not on file within the first 30 days of employment. Evidence: Staff A (start date: 04/02/2019), Staff B (start date: 11/06/2020), and Staff C (start date: 09/28/2020) did not have documentation of a central registry check on file and were still permitted to work at the facility.

Plan of Correction: All background checks will be submitted within the first 30 days of employment for newly hired employees.

Standard #: 63.2(17)-1720.1-B-3
Description: Based on review of four staff records it was determined that administration failed to request out of state central registry checks within the first thirty days of employment for staff indicating that they have lived outside of Virginia within the last five years. Evidence: Staff A (start date: 04/02/2019) and Staff B (start date: 11/06/2020) who indicated living outside of Virginia within the last five years did not have documentation on file that an out of state central registry check had been requested.

Plan of Correction: All out of state background checks will be submitted within the first 30 days of employment for newly hired employees.
