Complaint Related: No

Areas Reviewed:
63.2(17) License & Registration Procedures
63.2 Facilities & Programs.

This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was initiated on 6/9/21 and concluded on 6/17/21. The center director was contacted by telephone to initiate the inspection. There were 64 children present and 12 staff. The inspector emailed the administrator a list of items required to complete the inspection. The Inspector reviewed 4 children's records and 4 staff records submitted by the facility to ensure documentation was complete. Information gathered during the inspection determined non-compliances with applicable standards or law and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Standard #: 63.2(17)-1720.1-B-4
Description: Based on record review and interview, the center did not ensure that a copy of the results of a sex offender registry check and a search of the child abuse and neglect registry is obtained from any state in which the individual has resided in the preceding five years.

1. Staff 1 has a hire date of 1/18/21. Staff 1 indicated on her sworn statement or affirmation that she has resided in the states of California and Texas within the past five years. The results of a sex offender registry check were not available for staff 1 from the state of California.
2. Staff 2 has a hire date of 3/22/21. Staff 2 indicated on her sworn statement or affirmation that she has resided in the state of Connecticut within the past five years. The results of a child abuse and neglect registry check were not available for staff 1 from the state of Connecticut.
3. The center director confirmed that all of the required out-of-state background checks were not completed for staff 1 and staff 2.

Plan of Correction: The center responded with the following: The sex offender registry check for staff 1 from the state of California has been completed. The child abuse and neglect registry search for staff 2 from the state of Connecticut was requested; however, the results have not been received and the center did not follow up on the search request within 45 days. The center director will follow-up on the search request for staff 2 and a new search request will be completed if necessary.

A compliance history is in no way a rating for a facility.

The online compliance history includes only information after July 1, 2003. In addition, the online compliance history includes information regarding adverse actions that may be the subject of a pending appeal. An adverse action is not final until a provider has exhausted or waived all due process rights. For compliance history prior to July 1, 2003, or information regarding the status of pending adverse actions, please contact the Licensing Inspector listed in the facility's information. The Virginia Department of Social Services (VDSS) is not responsible for any errors in or omissions from the compliance history information.
