22.1 Early Childhood Care and Education

HB1823 adds ? 22.1-289.058 to the Code of Virginia. This bill requires all licensed child day programs and religiously exempt child day centers, certified preschools, family day system homes and certain other programs that serve preschool-age children operating in a building built before 2015 to be equipped with at least one carbon monoxide detector.
The final regulation to amend Standards for Licensed Child Day Centers (22VAC40-185, now 8VAC20-780) to address federal health and safety requirements will become effective on October 13, 2021. The final regulation can be found at https://www.doe.virginia.gov/cc/files/final-8vac20-780.pdf.
Provided consultation on first CPR certification - a hand's on component is required; online programs are not an acceptable certification.

This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, and an interview with the director.
A monitoring inspection was conducted on 12/13/2021. The director was contacted by telephone and a virtual inspection was conducted. There were 36 children present, ranging in age from eight months to five years of age, with seven staff supervising. The inspector reviewed compliance in the areas of administration, staff qualifications and training, physical plant, staffing and supervision, programming, special care provisions and emergencies and special services. A total of three child records and three staff records were reviewed and in compliance.
