Technical Assistance:

An announced initial inspection was conducted on Monday, December 20, 2021 from approximately 10:10am until approximately 11:30am. The inspection was conducted on site with the owner. At this time, some, but not all Child Day Center standards were reviewed. The physical plant and playground areas were inspected. Required postings were reviewed and found to be in compliance. The first aid kit and non-emergency supplies were inspected and found complete. Classrooms are equipped with a variety of age and stage appropriate supplies and materials. Standards related to supervision and program could not be determined as the facility is not yet fully operational. Two sample staff records were reviewed. A conditional license will be recommended at this time and an unannounced follow-up inspection will be conducted within 60 days to determine compliance with standards that could not be determined at the initial inspection.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

During a 90 day implementation period, between 10/13/21-1/13/2022, areas of noncompliance identified with the new standards will not be cited as violations. These findings will be noted in the comment box on the violation notice.

New requirements became effective on October 13, 2021. The facility has not yet fully complied with the following requirement: Tuberculosis screening documentation shall have been completed within the last 30 calendar days of the date of employment and be signed by a physician, physician's designee, or an official of the local health department. The facility is to review the new requirements and work with their assigned inspector to ensure future compliance.

Standard #: 8VAC20-770-40-C-1-a
Description: Based on record review and applicant interviews, the applicant did not ensure to obtain a search of the central registry for one applicant upon application for licensure.

Evidence: 1) The record for Applicant #2 did not contain the results of a search of the Virginia central registry of child abuse and neglect. 2) During interview, Applicant #1 confirmed the results of the search of the Virginia central registry of child abuse and neglect for Applicant #2 were not available for review during the scheduled initial inspection.

Plan of Correction: Applicant #1 followed up with the Office of Background Investigations on 12/20/21 and the central registry findings for Applicant #2 were submitted to the licensing inspector upon receipt on 12/22/21.
