This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, and interviews. An on-site inspection was also conducted.
A complaint inspection was initiated on August 23, 2021 and concluded on September 2, 2021. A complaint was received by the department regarding allegations in the area of supervision. The inspector observed the camp on-site and conducted interviews. There were 137 children present, ranging in ages from 5 years to 12 years, with 9 staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, special care and emergencies and nutrition. A total of 2 child records were reviewed.
Evidence gathered during the investigation did not support the allegation of non-compliance with standards or law. Any violations not related to the complaint but identified during the course of the investigation can be found on the violation notice.

Standard #: 22VAC40-185-350-E-5 Complaint related: No Description: Based on observation and interview on August 24, 2021, the center did not ensure when children are regularly in ongoing mixed age groups, the staff-to-children ratio applicable to the youngest child in the group shall apply to the entire group.
Evidence: 1. At the morning opening there were 88 children observed with 2 staff members supervising.
2. A staff member reviewed the attendance record and confirmed there were 88 children in attendance, with the youngest being 5 years old.
3. Administration acknowledged they were out of ratio.

Standard #: 22VAC40-185-500-A Complaint related: No Description: Based on observation, the center did not ensure that children wash their hands with soap and running water or disposable wipes after eating meals or snacks.
Evidence: 1. There were two children observed eating snack in camp edge. The children then directly transitioned to another building without washing their hands after snack.
