22.1 Early Childhood Care & Education

This inspection was conducted by licensing staff using an hybrid inspection protocol, including telephone contacts, documents review, interviews and an onsite inspection.

A renewal inspection was initiated on February 17, 2022 and concluded on February 24, 2022. The director was contacted by telephone and sent requested documentation for review. An onsite inspection was conducted on February 23, 2022 from 8:50 A.M.-11:00 A.M. There were 25 children present, ranging in ages from two to five years of age, with five staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of five child records and five staff records were reviewed.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard #: 8VAC20-770-60-B
Description: Based on review of staff records, the center failed to ensure that a sworn disclosure statement was signed prior to employment.

1. Staff #1's date of employment was 10/18/2021. The sworn disclosure statement on file was dated 10/21/2021.
2. Staff verified the date of employment for Staff #1, and that the sworn disclosure statement was completed late.

Plan of Correction: In the future employees will not be able to start until all required paperwork is on file.

Standard #: 8VAC20-780-270-A
Description: Based on observation, the center failed to ensure that all areas of the center were kept in a safe and operable condition.

1. In Classroom #1 there is an area on the wall within the children's reach that has peeling paint. It is located near the restroom closest to the classroom sink.
2. In Classroom #2 there was a cabinet that is hanging by one hinge. The top hinge is broken and needs replacing.

Plan of Correction: Administration has placed a work order to have the cabinet hinge fixed and to have the area with peeling paint repainted.

Standard #: 8VAC20-780-290-A-3
Description: Based on observation, the center failed to ensure that all electrical outlets were covered with a protective cover.


In Classroom #2 in the restroom that has the diapering table, there were two electrical outlets next to the sink that did not have protective covers.

Plan of Correction: Staff will locate additional protective covers and place in the electrical outlets. Administration will do walk throughs to ensure that all electrical outlets are covered.
