This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, interviews and a virtual tour of the program.
A monitoring inspection was completed on February 28, 2022. There were 18 children present, ranging in ages from 3 years to 5 years, with 2 staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, special care and emergencies, and nutrition. A total of 2 children's records and 2 staff records were reviewed.
Information gathered during the inspection determined non-compliances with applicable standards or law and the violations were documented on the violation notice issued to the program.

Standard #: 22.1-289.035-B-4 Description: Based on review of staff records and verification from staff, the center had not obtained all of the required out-of-state background checks for a new staff member.
Evidence:
1. The record for Staff #2 did not contain an out-of-state child abuse and neglect registry search for a state other than Virginia where she had lived within the past five years. Date of hire for Staff #1 was 10/29/2021.
2. The Assistant Director of MACAA Head Start confirmed that out-of-state check had not been completed.Plan of Correction: The request to have the search completed will be notarized today and sent off as soon as possible. If the results have not been obtained within 45 days of the request, a follow-up will be completed to check on the status.
Standard #: 8VAC20-780-245-L Description: Based on observation and review of staff records, the center failed to have a staff member at the center who had obtained training in performing daily health observations of children.
Evidence:
1. The records of Staff #1 and Staff #2 did not contain documentation that either staff member had taken Daily Health Observation training.
2. The inspector observed that on 02/28/2022, Staff #1 and Staff #2 were the only staff members at the center caring for children and both staff members confirmed they had not taken the training.Plan of Correction: Both staff members are scheduled to take Daily Health Observation Training on March 4, 2022. In the future, the administration will ensure that each MACAA Head Start location has at least one staff member on-site that has completed the training.
