22.1 Early Childhood Care and Education

Technical Assistance:
1. Discussed ongoing health and safety practices as it relates to the health pandemic.

Comments:
This inspection was conducted by staff using an alternative remote protocol, including phone interview, records review, and a virtual observations. An on-site inspection was not conducted at this time.

An unannounced monitoring inspection was conducted at 12:21pm. The program director was contacted by phone to initiate the inspection. There were 23 children and 4 direct-care staff present. Ratios were in compliance at the time of the inspection. Children were observed arriving to the afternoon program and having outdoor play. The facility was found to be clean, and classrooms were sufficiently supplied with toys and equipment for the children. Information gathered during the inspection determined there were areas of non-compliance with applicable standards or laws reviewed. Violations:
Standard #: 22.1-289.035-A
Description: Based on records reviewed, it was determined that 1 of 2 staff records did not include a completed CPS check in the last 5 years. Evidence: Staff #5 - The previous CPS check was dated as completed on 9/2/15.

Plan of Correction: The background check will be updated immediately. Additionally, a review of all staff background checks will be done to ensure compliance.

Standard #: 8VAC20-770-60-C-2
Description: Based on records reviewed, it was determined that 1 of 2 staff records did not include a central registry background search for child abuse and neglect (CPS). Evidence; Staff #8 - There was no documentation of a CPS check. Date of hire was September 2021.

Plan of Correction: The background check will be completed immediately.

Standard #: 8VAC20-780-160-A
Description: Based on records reviewed, it was determined that 1 of 2 staff records did not include documentation of a TB test/screening. Evidence: Staff #5 - There was no documentation of a TB test/screening. Date of hire was in 2011.

Plan of Correction: A TB test/screening will be completed as soon as possible, and documentation put into the record.
