22.1 Early Childhood Care and Education

Technical Assistance:
The Virginia Department of Education (VDOE) assumed oversight of child care licensing and monitoring on July 1, 2021. All associated regulations and codes have transferred over from the Virginia Department of Social Services. The violations listed below reflect the new VDOE codes and standards.
Model form for Staff orientation was provided. Discussion regarding the 10 hour required training on the DOE website and the 3 hour annual update training.

Comments:
An in-person monitoring inspection was conducted today. All rooms were in ratio during the inspection. Children were observed washing hands, transitioning to outside playtime and eating lunch. 4 child and 3 staff records were reviewed along with medications. See Violation Notice for non-compliances. Emergency evacuation drills, Shelter-in-place drills, lockdown drills, first aid supplies and emergency supplies were all in compliance. The inspection report will be typed off site and emailed to the facility for signature. Violations:
Standard #: 22.1-289.035-B-4
Description: Based on a review of records, one staff record does not include documentation of completed background searches for a residence outside of the state of Virginia within the past 5 years, prior to employment.
Evidence:
Staff A's Sworn Disclosure Statement disclosed that the person had resided outside of Virginia in the past 5 years. There are results of a Criminal History Search or Sex Offender Search for that residence,

Plan of Correction: *Moving forward I will ensure all documentation is on file prior to employment.
*The results of the Sex Offender check were conducted during the inspection and are now on file.

Standard #: 8VAC20-780-245-M
Description: Based on a review of records, one staff record does not include documentation of all required components.
Evidence:
Orientation training for one staff hired after 1/13/22, does not include the training delivery method. (Staff A)

Plan of Correction: I will update the training documentation to include the delivery method.

Standard #: 8VAC20-780-510-F
Description: Based on a review of medications, one medication authorization is no longer effective.
Evidence:
1 of 2 medications reviewed has an expired authorization.
The authorization for Benadryl and an Epi-pen expired 7/14/21 (Child 1)

Plan of Correction: We will make sure the parents are informed today to have a new form completed. The child will not be allowed to return until the form is on file.
