22.1 Early Childhood Care and Education

Technical Assistance:
The Virginia Department of Education (VDOE) assumed oversight of child care licensing and monitoring on July 1, 2021. All associated regulations and codes have transferred over from the Virginia Department of Social Services.

Consultation was given on signing documentation of background checks and orientation forms so the Licensing Inspector can verify when it was completed.

Comments:
A renewal study was conducted for the program coming off a Conditional license. Twelve children were present with 6 Ameri-Corp volunteers and 4 Aspire staff. Children arrive to the community center at staggered times based on transportation after school. A snack of hamburger carrots and oranges was served. Reviewed 2 volunteer records and 6 children's records, emergency preparation, medication procedures (no medication was reported to be on-site), trainings and nutrition. Observed children transitioning into the program, hand washing, eating as well as reading/homework help. Volunteers should complete their orientation using the new model form that covers updated regulations. The new VA orientation should be completed within 90 days of hire. The information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program. Standard #: 8VAC20-780-40-M
Description: Based on staff statement and observation a current written list of all children's allergies, sensitivities, and dietary restrictions documented in the allergy plan is not available. This list shall be dated and kept confidential in each room or area where children are present.
Evidence:
Staff stated that children with allergies or food preferences is not posted in each classroom.

Plan of Correction: We will create a new allergy and restriction list. Will follow up with parents to create an allergy plan. We will ensure each classroom has a copy.

Standard #: 8VAC20-780-60-A
Description: Based on record review, three of six children's records are incomplete.
Evidence:
Child #1's documented allergy plan is not correct as the medication is no longer on-site.
Child #2 and Child #3 do not have 2 .complete emergency contact information

Plan of Correction: We will update Child's #1 allergy plan. We will obtain emergency contact information for Child #2 and #3.

Description: Based on record review, monthly evacuation drills have not been conducted.
Evidence:
The months of November, December and January no evacuation drills were conducted.

Plan of Correction: We will create a regular schedule for evacuation drills.
