8VAC20-790 Subsidy Regulations

Comments:

An Subsidy Health and Safety inspection was conducted on Tuesday, April 26th, 2022 from 2:45pm to approximately 6:44pm. There were a total of 88 children in care in the direct care of 12 staff members. During the inspection, the children and staff were observed participating in a variety of activities. Staff were observed having positive interactions with the children. All areas of the facility including classrooms, kitchen, hallways, and bathrooms were inspected. The required postings were reviewed and found to be in compliance. Medication is administered when required and medication and medication authorizations were reviewed. During the inspection, seven children?s records and eight staff records were reviewed. The center is equipped with toys and supplies and items were available to the children. Additional information was later submitted to the inspector and was reviewed virtually. A licensing inspection was also conducted on this date. Both inspections combined cover subsidy health and safety regulations. Only subsidy requirements that are not covered in licensing standards were reviewed during this supplemental inspection. Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Description:	Based on a review of records and interview, the vendor did not ensure all staff who work directly with children had current certification in cardiopulmonary resuscitation (CPR) appropriate to the ages of children in care. Evidence: 1) The record for Staff #5, hired on 08/05/19, had a CPR certification that expired on 09/04/2021. 2) During interview, a member of management confirmed the CPR certification for Staff #5 was expired.

Description:	Based on a review of records and interview, the vendor did not ensure all staff who work directly with children had current certification in first aid appropriate to the ages of children in care. Evidence: 1) The record for Staff #5, hired on 08/05/19, had a first aid certification that expired on 09/04/2021. 2) During interview, a member of management confirmed the first aid certification for Staff #5 was expired.

Description:	Based on a review of eight staff records and interview, the vendor did not ensure three staff members who work directly with children completed the department's health and safety update course annually. Evidence: 1) The record for Staff #3, hired on 01/05/21, did not have documentation of the department's health and safety update course. 2) The record for Staff #4, hired on 05/29/18, did not contain documentation of the department's health and safety update course for 2021 or 2022. 3) The most recent health and safety update course in the record for Staff #5, hired on 08/05/19, was dated 02/20/20. 4) During interview, a member of management confirmed the staff members did not complete the required training annually.
