Today we discussed the need for Administrative staff to have a plan in place to ensure adequate staffing when one or more staff call out of work.
In addition, communication among staff who are present - and the ability for the staff person in charge to have the means to monitor attendance and ratios in order to move and adjust staff as needed needs attention.
Staff who leave a group of children to retrieve children from the front lobby or walk them to other areas of the center are No Longer In Ratio and cannot provide sight and sound supervision of the group they are assigned to. This is leaving their assigned groups out of ratio during their absence(s).

A focused monitoring inspection was initiated and concluded on 12/09/2022 . There were 45 children present with 7 staff supervising. The inspector reviewed compliance in the areas of staffing and supervision, programming, and nutrition. Records were reviewed as this was a focused inspection. The inspection began at 8:20 a.m. am and concluded at 10:10 a.m.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard #: 8VAC20-780-340-F Description: Based on observation and interview, the licensee did not ensure that children under under 10 years of age are always within actual sight and sound supervision of staff (except that staff need only be able to hear a child who is using the restroom).
Evidence:
The licensing inspector entered the large 4 year old preschool classroom at approximately 8:30 a.m. and observed a child (child #1) lying on the rug watching television with no other children or staff present in the classroom.
When the inspector asked the child where his teacher was the child shrugged his shoulders and said "I don't know".
The inspector asked staff #3 who was in the adjoining classroom, separated by a tall line of cubbies, whether this child was in her care.
Staff #3 looked walked over to the line of cubbies, looked toward child #1 and replied "I can see him".
Staff #3 had 5 children between the ages of 16 and 24 months old in her classroom and was already at her ratio limit.
Child #1 was then identified by staff as being 4 years old and also having special needs. Child #1 was then escorted by staff to the school age room where the other four year old children were located.
When asked if child #1 was supposed to be in their group, staff #2 stated that child #1 had gone to the restroom and to get something from his cubby and did not return. When asked if child #1 went to the restroom and to his cubby alone, staff #2 stated that another staff took him, but was unable to identify which staff had taken him or how long ago he had gone.Plan of Correction: The licensee will submit a written plan of correction to the inspector within 10 days of receipt of the violation notice (emailed 12/20/2022).
Standard #: 8VAC20-780-350-C Description: Based on observation and interview, the licensee failed to ensure that when children are in ongoing mixed age groups, the staff-to-children ratio and group size applicable to the youngest child in the group shall apply to the entire group.
Evidence:
Shortly after arrival, at approximately 8:30 a.m., the inspector entered the school aged room and inquired how many children were present. Staff #2 began counting the children who were moving around the room and stated that the four year old children were also in this group because a staff was out.
The licensing inspector observed one staff with 17 children who were identified by staff #2 as school aged and four year old children.
Staff #1 then entered the room with 3 additional children and stated that she had been in the lobby retrieving children who had arrived.
Staff #1 left the room again for approximately 10 minutes following several overhead announcements that children had arrived and were in the lobby.
Five additional children came back to the room with staff #1 resulting in 25 children four year old and school aged children with 2 staff.
The ratio for the youngest children present (4 years old) is 1:10.
By approximately 8:55 the school aged children had left the center for school and there were 13 four year old children present with two staff.Plan of Correction: The licensee will submit a written plan of correction to the inspector within 10 days of receipt of the violation notice (emailed 12/20/2022).
