22.1 Early Childhood Care and Education

Technical Assistance:
Discussed attendance documentation requirements, snack/eating requirements, handwashing, supervision requirements, background check requirements

Comments:
An unannounced renewal inspection was conducted beginning at 3:55 p.m. and ending at 5:30 p.m. with the director. There were 28 children in care ages 6 through 14 years of age under the supervision of 4 staff. Children were observed during transition, snack, homework and choice of activities that included board games and building manipulatives.

Five children's records, four staff records and board officer records were reviewed. Staff training hours were reviewed. There is a battery operated radio, flashlight and first aid kit available.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Description: Based on review of documentation, it was determined that the center failed to obtain out of state central registry background checks for any staff or board officer that resided outside of the state of Virginia in the last five years as required. Evidence: Board Officer #1, indicated out of state residence in Pennsylvania in the preceding five years and there was no documentation of an out of state central registry background check request as required.

Description: Based on review of documentation, it was determined that the center failed to obtain central registry background check results within 30 days of employment as required. Evidence: Staff #2, hire date August 2022, central registry background check was dated 10/20/2022.

Description: Based on observation and interview with staff, the center did not maintain written record of daily attendance that documented the arrival and departure of each child. Evidence: Attendance was maintained on an internet based tablet.
