22.1 EARLY CHILDHOOD CARE AND EDUCATION

Comments:
A renewal inspection was conducted today, January 26, 2023. The inspector was on site from approximately 11:15 am until 1:50 pm. The director was present and assisted in the inspection. There were 10 children present, ranging in ages from two years to five years, with three staff supervising. Children colored, played basketball, and were preparing for lunch. Handwashing was observed. Interactions between staff and children were positive. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of five child records and five staff records were reviewed.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program. If you have questions regarding this inspection, please contact the licensing inspector.

Violations:
Standard #: 8VAC20-770-60-C-2
Description: Based on review of seven staff records and interview, the center did not obtain the results of the central registry background report within 30 days of employment.
Evidence:

1. The record of staff #1, employed 10/14/2022, contained the results of a central registry background report dated 12/20/2022 exceeding 30 days from employment. Documentation showed the request for the central registry had been made on 10/14/2022. The director stated she did not have documentation of a follow up as to the status of the request after 30 days from employment when the results had not been received.
2. The record of staff #2, employed 10/18/2022, contained the results of a central registry background report dated 01/09/2023 exceeding 30 days from employment. Documentation showed the request for the central registry had been made on 10/18/2022 however a follow up as to the status of the request was not made until 01/04/2023, exceeding 30 days from the date of employment

Plan of Correction: Per the director: I will check in with CPS on day 29 to ensure my request was received and document the status.

Standard #: 8VAC20-780-240-E
Description: Based on review of five staff records and interview, the center did not ensure three staff completed orientation training in first aid and cardiopulmonary resuscitation (CPR) within the first 30 days for employment.

Evidence:

The record of staff #1 (employed 10/14/2022), staff #2 (employed 10/18/2022) and staff #3 (employed 12/12/2022) all contained an orientation checklist that did not indicate training in CPR & first aid had been conducted. When asked, the director stated training in CPR & first aid had not been conducted within 30 days of employment for staff #1, staff #2 and staff #3.

Plan of Correction: Per the director: Going forward I will have staff watch a video pertaining to CPR & first aid instruction during the first 30 days of employment.

Standard #: 8VAC20-780-550-P
Description: Based on review of written records of children?s serious and minor injuries, the center did not ensure the record contained all required documentation.

Evidence:

A sample of three incident reports written for child #6, child #7 and child #8 were reviewed. The three written incident report reviewed did not include the date and time when parents were notified.

Plan of Correction: Per the director: I will add the missing required information for the date and time a parent is notified to our injury reports.
