Technical Assistance:
Licensing inspectors had discussions with the program owner regarding having additional staff complete daily health observation training. There are no center staff currently trained to administer medication; medication cannot be provided to enrolled children without MAT trained staff.

Comments:
Today an announced initial inspection was conducted beginning at 10:00am and ending at 11:30am. The physical plant, staff qualifications, background checks, policies and procedures and the emergency preparedness plan were reviewed. Classrooms were measured for space calculations to determine capacity. Rooms are filled with supplies, equipment, and age appropriate activities for children. The center is prepared to begin enrolling children. Many areas could not be inspected due to no children in care at this time. Violations were found during the inspection and can be viewed on the Violation Notice.

Description: Based on interview, the center does not have written playground safety procedures.
Evidence: The program director confirmed that they had not yet established written playground safety procedures.

Plan of Correction: Playground procedures were written down and posted around the center.

Standard #: 8VAC20-780-250-C
Description: Based on interview, the notice regarding the presence and location of asbestos containing materials and advising that the asbestos inspection report and management plan are available for review was not posted.
Evidence: The program director confirmed that the asbestos inspection report and management plan was not posted.

Description: Based on observation, areas inside the center were not maintained in an operable condition.
Evidence: The centers thermostat was not functioning. It was approximately 40 degrees outside on the date of the inspection.

Plan of Correction: A professional company has been hired to correct the issue.

Description: Based on observation, unused electrical outlets did not have protective covers.
Evidence: There was a power strip under a table. There were four unused outlets that did not have outlet covers.

Plan of Correction: Outlet covers were added on site.

Description: Based on observation, emergency evacuation and shelter-in-place procedures or maps were not posted in a location conspicuous to staff and children.
