Comments:
An unannounced inspection was initiated on 3/13/2023 and concluded on 3/14/2023 in response to a complaint that was received by the department on 3/13/2023 regarding building maintenance. On 3/13/2023, the inspector was on site from approximately 9:38 am to 11:00 am. Interviews with staff were completed and observations were made in the center.

The preponderance of the evidence gathered during the investigation supports the allegation; therefore, the complaint is determined to be valid. See the violation notice for more details. If you have any questions about this inspection, please contact the licensing inspector at (540) 430-0384.

Please complete the plan of correction and date to be corrected for each violation cited on the violation notice and return it to me within 5 business days from today. You will need to specify how the deficient practice will be or has been corrected. Just writing the word corrected is not acceptable. Your plan of correction must contain: 1) steps to correct the noncompliance with the standard(s), 2) measures to prevent the noncompliance from occurring again; and 3) person(s) responsible for implementing each step and/or monitoring any preventative measures. Please do not use staff names; list staff by positions only.

Violations:
Standard #: 8VAC20-780-270-C
Complaint related: Yes
Description: Based on observation and interview, the center did not ensure that in inside areas occupied by children, the temperature was maintained no lower than 68?F.

Evidence:
1. On 3/13/2023 at approximately 9:30 am, the department received a complaint that the toddler classroom had a thermostat reading of 67 degrees. The inspector arrived on site at approximately 9:38 am. Upon arrival, the thermostat reading was 68 degrees. In interview, staff and administration confirmed that it was brought to their attention from a parent that the room "felt cold" and the thermostat reading was 67 degrees. There were 5 children present in the classroom. During the investigation, the center's maintenance arrived to fix the issue and the children were relocated to another classroom.
2. Administration acknowledged that the temperature was 67 degrees at the time the issue was brought to their attention.

Plan of Correction: An emergency work order was placed and a technician came out and replaced the part. Also spoke with the teacher about informing management when it gets below 68 degrees.
