A complaint inspection was conducted on April 6, 2023. There were thirty-four children present, ranging in ages from infants to school age, with eight staff supervising. The inspector reviewed compliance in the areas of staffing/supervision, programming and special services. Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard #: 8VAC20-780-410-1 Complaint related: No Description: Based on interview, facility did not ensure the following actions or threats thereof are forbidden: physical punishment or striking a child.
Evidence: Staff #1 stated she popped child #1 while on a field trip on April 4, 2023. Staff #1 stated she did this in response to the child hitting her. Staff #1 demonstrated using the palm of her hand hitting the top of the child's hand and then stating "that hurts". "That hurts, doesn't it?" Staff #1 stated child #1 then cried.Plan of Correction: Will not pop the child during the daycare hours or in care.
Standard #: 8VAC20-780-440-E Complaint related: No Description: Based on observation, facility did not ensure there is at least 12" of space between occupied cots, beds and rest mats.
Evidence: The following was observed during naptime.
1. In the toddler classroom, six children were observed napping. Four of the cots were touching each other and two of the cots had approximately 4" of space between them.
2. In the 3's classroom, six children were observed napping. Two of the cots were touching each other.Plan of Correction: Will rearrange classrooms at naptime.
