A renewal inspection was conducted on March 20, 2023 from approximately 9:30 AM to 11:00 AM. There were 16 children present in the center, with 3 staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, special care and emergencies and nutrition. A total of six child records and four staff records.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard #: 8VAC20-780-190-A Description: Based on record review and interview, the center did not ensure that there was a qualified program director.
Evidence:
1. The record of staff #3, identified as the program director, did not have documentation to meet the qualifications regarding education.
2. The administrator stated that staff #3 is currently enrolled in a Child Development Associate (CDA) program and has not completed all requirements for the CDA.Plan of Correction: The center will ensure that there is a qualified program director is located on site
Standard #: 8VAC20-780-500-B Description: Based on observation, the center did not ensure the diapering area contained a leakproof or plastic-lined storage system that is either foot operated or used in such a way that neither the staff member's hand nor the soiled diaper touches an exterior surface of the storage system during disposal.
Evidence:
1. The bathroom trash can had a broken foot operated pedal.
2. There were pull-ups in the trash can.Plan of Correction: Staff will be provided with a new trash can a foot operated handle to ensure that the diapering area is contained and hands will not touch the exterior.
Standard #: 8VAC20-780-540-E Description: Based on observation and interviews, the center did not have all nonmedical emergency supplies as required.
Evidence:
1. There was not a working battery-operated radio at the center.
2. The administrator was not able to find batteries for the radio.Plan of Correction: Staff will have a battery - operated radio in the classroom at all times and batteries for back-up.
