8VAC20-790 Subsidy Regulations.

Comments:
A subsidy health and safety (SHSI) inspection was conducted on April 25, 2023 from 10:00 A.M.-1:45 P.M There were 86 children present with 20 staff supervising. A licensing inspection was also conducted on this date. Both inspections combined cover subsidy health and safety regulations. Only subsidy requirements that are not covered in licensing standards were reviewed during this supplemental inspection.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-790-600-D-1
Description: Based on review of staff records, the center failed to ensure that all children who work directly with children shall have certification in cardiopulmonary resuscitation (CPR) within 90 days of employment.

Evidence:
1. Staff #8's date of employment was 08/16/2022. Certification in CPR was not obtained until 02/24/2023. Certification was required by 11/16/2022.
2. Staff #9's date of employment was 10/10/2022. Certification in CPR was not obtained until 02/02/2023. Certification was required 01/02/2023.

Plan of Correction: A spreadsheet will be created and monitored to log all hire dates and when dates when trainings are required by. In the future all employees will obtain CPR certification within 90 days of hire.

Standard #: 8VAC20-790-600-D-2
Description: Based on review of staff records, the center failed to ensure that all children who work directly with children shall have certification in first aid appropriate to the ages of children in care..

Evidence:
1. Staff #8's date of employment was 08/16/2022. Certification in First Aid was not obtained until 02/24/2023. Certification was required by 11/16/2022.
2. Staff #9's date of employment was 10/10/2022. Certification in First Aid was not obtained until 02/02/2023. Certification was required 01/02/2023.

Description: Based on review of staff records, the center failed to ensure that the annual three hour health and safety update was completed annually.

Evidence:
1. There was no documentation that the Health and Safety Update for 2022 had been completed for Staff #1, Staff #3, Staff #4, Staff #5, and Staff #6.
2. Administration verified the training had not been completed.

Plan of Correction: All staff who have not completed the 2022 Annual Update will be scheduled to complete the 2023 Annual Update.
