Technical Assistance:
1. Reviewed emergency drill requirements. Annual shelter-in-place drills are required to be conducted and documented by 5/5/23.

Comments:
Conducted an unannounced inspection at 2:10pm. There were 39 children + 2 direct-care staff present at the time the inspection was initiated. A 3rd staff person returned from break during the inspection. Ratios were not in compliance. Children were observed playing games, reading books, drawing, and playing with blocks. A cooking activity was planned for the afternoon. Classrooms were well supplied with equipment for the children. Areas of non-compliance with standards or laws reviewed were found. Standard #: 8VAC20-780-200-A
Description: Based on interviews conducted and information received, the SACC program management has not ensured that there was a qualified program director who meets one of the director qualifications who shall regularly be on-site at least 50% of the hours of operation.

Evidence:

1. There was no qualified program director (center supervisor) on-site at the time of the inspection.
2. Staff reported that the center supervisor position has not been filled, and that they have been covering those job responsibilities.
3. On 4/28/23, the inspector received an email from SACC management reporting that the center supervisor position remains vacant, though other center supervisors have provided coverage.

Standard #: 8VAC20-780-350-B-5
Description: Based on observations made and interview conducted, it was determined that staff-to-child ratios exceeded the maximum allowed of 1 staff-to-18 children. Evidence: When the inspector arrived to the program there were 2 direct-care staff with 39 children. Staff told the inspector that a 3rd staff person was on break.

Plan of Correction: Making sure breaks are adjusted to staff-child regulations to fit needs of the center ASAP

Standard #: 8VAC20-780-510-I
Description: Based on records reviewed, it was determined that the written authorization for the program to administer a medication had expired. Evidence: The medication authorization for Child #4 expired 7/8/22.
