Comments:
A complaint inspection was initiated on 6/2/2023 and concluded on 6/6/2023 regarding a complaint that was received by the department on 5/30/2023. Seven staff were interviewed and observations made in the classrooms. Documentation was reviewed. The inspector reviewed compliance in the areas of staffing and supervision, programming, and special care. A total of 5 child records and 5 staff records were reviewed. The inspection started on 6/2/2023 at 12:15 pm and concluded at 2:31pm. The inspection continued on 6/6/2023 from10:45 am until 12:55 p.m.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program. Therefore, the complaint is deemed Valid.

Description: Based on documentation and interviews, staff did not always ensure that children are cleaned and changed immediately when their clothes or diaper are wet or soiled.

Evidence:
The digital program that staff utilize for documenting children's feedings, diaper changes, activities and important information throughout the day showed that:on 5/23/2023, child #1 arrived at the center at 8:50 a.m. Child #1's wet diaper was changed at 9:50 and again at 11:50. Child #1 had a bottle, took a nap and had an afternoon snack between 1:15 p.m. and 3:46 pm and at 4:48 child #1 was signed out and left the center for the day. Nearly 5 hours had passed since child #1's diaper had been changed when she was picked up from care.
Child #1's diaper was reportedly very wet at the time that she left the center to go home.

Plan of Correction: The licensee states "Staff will be retrained on our diapering policy which is to change students every 2 hrs or sooner if needed".
