22.1 Early Childhood Care and Education

Comments:
An unannounced monitoring inspection was conducted beginning at 10:45 a.m. and ending at 1:45 p.m. with the director. There were 35 children in care ages 23 months through 5 years of age under the care and supervision of 6 staff. It was community helpers week and children were observed participating in an activity with a community helper. Toddlers were observed preparing for lunch. Two year olds were observed during story and transition time. Three and four year olds were observed participating in centers. Four and five year olds were observed during hand washing and preparing for lunch.

Three children's records, three staff records and two medications were reviewed.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard #: 8VAC20-780-60-A-8
Description: Based on review of documentation, the center did not obtain a written care plan for each child with a diagnosed food allergy from a physician. Evidence: Child #11 has diagnosed food allergies to peanuts and egg and there was no allergy care plan in the record.

Description: Based on observation, areas and equipment of the center were not maintained in a safe condition. Evidence: In the two's classroom, there was a roll of aluminum foil with the sharp metal interior exposed accessible to children in care on a low table in the classroom.

Description: Based on observation, not all electrical outlets were equipped with protective covers. Evidence: In the two year old class, there were four exposed outlets on a power strip accessible to children in care.
