22.1 Early Childhood Care and Education

Technical Assistance:
Discussed physical plant, decor hanging from ceiling, supplies and materials/sensory bins, references for staff, lead teacher qualifications and checklist, developmental assessment and reassignment and terms of the license/operational responsibilities

Comments:
An unannounced monitoring inspection was conducted with the director beginning at 1:30 p.m. and ending at 4:45 p.m. There were 105 children in care ranging in age from 3 months through 5 years of age under the supervision of 16 staff. Infants were observed participating in floor time and sleeping. Toddlers, two year olds, three year olds, four year olds and five year olds were observed during rest time, transition time after nap and preparing for afternoon snack. Childcare areas and supplies were observed. Afternoon snack was bagel, cream cheese and apple sauce.

Seven children's records, four staff records including the new director's were reviewed. Four medications and authorizations were reviewed. Emergency drills were reviewed.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard #: 8VAC20-780-40-E
Description: Based on observation and interview with staff, it was determined that the licensee failed to ensure compliance with the operational responsibilities of the center and compliance with the terms of the current license. Evidence: The center is licensed as The Compass School of Manassas, LLC and is doing business as The Gardner School of Manassas. Enrollment packets are labeled "The Gardner School", signage within the building has been changed as have several forms used within the center.

Description: Based on observation, the center did not ensure that advertising was misleading or deceptive. Evidence: A large banner outside of the center advertised 'The Gardner School of Manassas' and the center's website advertises the program as 'The Gardner School of Manassas' and the center is currently licensed as The Compass School of Manassas, LLC.

Description: Based on observation, not all areas of the center were maintained in an operable, safe condition. Evidence: In the PreK classroom, the stripping between the carpet and vinyl flooring is broken in an area and missing and creates a tripping hazard. In the bathroom, there is a metal clip installed on the wall where a soap dispenser used to be installed. The metal clip creates a scratching hazard.

Description: Based on review of documentation and interview with the director, it was determined that the center did not obtain a parent's written permission and complete a written assessment in order to assign a child to a different age group and the staff to children ratio for that established age group. Evidence: In the Two's classroom, children were observed ranging in age from 21 months old through 2 years of age. Child A, age 21 months old, did not have a written assessment as required to be moved from the toddler classroom to the two year old classroom.
