22.1 Early Childhood Care and Education

Technical Assistance:
Discussed occupancy limits and the requirement to follow whatever limits that are set by the building official/fire marshal

Discussed building maintenance including clean, safe and operable

Comments:
An unannounced renewal inspection was conducted from10:45 a.m. to 1:00 p.m. and with the director. There were 50 children in care ages 9 month through 11 years old under the care and supervision of 13 staff. Classrooms, supplies and materials were observed. The playground was observed.

Six children's records, three new staff records and staff trainings were reviewed. Two medications, authorizations, the allergy list and emergency drills were reviewed.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard #: 8VAC20-780-270-A
Description: REPEAT VIOLATION
Based on observation, not all areas and equipment of the center were maintained in clean, safe, operable condition. Evidence:
1.In the Early HeadStart toddler classroom, there was a CD player with its cord exposed and accessible to children in care stored on an approximately three foot high slanted shelf that created a crush hazard. 2. There was a pair of sharp adult scissors stored on the same shelf.
3. In the three's classroom, the vacuum was stored in the middle of the back of the room and created a tripping hazard. 4. There was a broom leaning against a bookcase that created a tripping and fall hazard. 5. The paper towel dispenser was empty. The roll of paper towels were stored on a top shelf and were visibly wet and the paper center was visibly soft and wet.
6. In the prek classroom/school age class, the paper towel dispenser was empty and a heavy roll of paper towels that weighed approximately two pounds was stored on top of the approximately three and half feet high paper towel dispenser that created a crush hazard.

Standard #: 8VAC20-780-330-B
Description: Based on observation, resilient surfacing did not comply with the minimum safety requirements of at least six inches of mulch in fall and use zones of play equipment. Evidence: There were two large wooden posts installed in the use zone of the slide on the preschool playground. There was dirt observed at the base of the slide. There was grass and other greenery growing in the mulch. On the younger playground, there was grass observed throughout fall zones near the slides.

Description: REPEAT VIOLATION
Based on observation, the center did not always ensure the care and protection of children in care. Evidence:
1. The school age room is in the interior classroom of the PreK class. The classroom has Occupancy Load cards dated 5/10/2021 issued from the building official that limit the classroom to occupancy to five. There were seven children observed with two staff.
