22.1 EARLY CHILDHOOD CARE AND EDUCATION

A renewal inspection was conducted today, September 8, 2023. The inspector was on site from approximately 10:30 am until 12:30 pm. The director was on site and assisted with the inspection. There were 18 children present, ranging in ages from six months to two years, with six staff Supervising. Children were observed singing songs and building with blocks. In the Infant room, children were being fed, napping and playing with toys. Staff interacted with the children in a positive manner.
The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of five
child records and five staff records were reviewed.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard #: 8VAC20-780-270-A Description: Based on observation, the center did not ensure all areas of the center, inside and outside, were maintained in a clean, safe and operable condition.
Evidence:
The metal step used to enter the bus is rusted and decayed on the left side where it attaches to the van. When stepped on the step bends downward, posing a falling hazard.Plan of Correction: Per the Director: We will take the van to the mechanic for repairs.
Standard #: 8VAC20-780-330-B Description: Based on observation and measurements, the center did not ensure where playground equipment is provided, resilient surfacing complied with the minimum safety standards to create a fall zone free of hazardous obstacles.
Evidence:
The slide located on the center's school-age playground did not have the required amount of resilient surfacing in the fall zone at the end of the slide shut. There must be at least six inches of resilient surfacing throughout the fall zone. The fall zone at the slide had approximately 1 inch or less of pea gravel. Hard compacted dirt was visible in the fall zone area.Plan of Correction: Per the Director: I will spread the rocks to add to the areas that are low. We will also add additional pea gravel to the area.
Standard #: 8VAC20-780-440-H Description: Based on observation, the center did not ensure there was no more than one inch of space between the mattress and the crib.
Evidence:
1. The mattress in crib #1 had a space between the end of the mattress and crib of approximately two inches. The fitted sheet on the mattress was tight and caused the corners of the mattress to curl upward crating space that could entrap an infant. The crib was occupied by a 6 month old sleeping infant at the time of the observation.
2. The mattress in crib #2 had a space between the end of the mattress and crib of approximately two inches. The fitted sheet on the mattress was tight and caused the corners of the mattress to curl upward crating space that could entrap an infant. The crib was occupied by a 8 month old sleeping infant at the time of the observation.Plan of Correction: Per the Director: I will switch out the mattresses and use the ones that fit better in the cribs until new mattresses can be purchased. I will also buy new crib sheets that fit the mattress without causing the edges to curl up.
Standard #: 8VAC20-780-500-B Description: Based on observation, the center did not ensure a nonabsorbent surface for diapering was used.
Evidence:
The diaper changing mat in the infant room had several small tears in the plastic covering creating an absorbent surface.Plan of Correction: Per the director: I will buy a new mat.
