22.1 EARLY CHILDHOOD CARE AND EDUCATION

Comments:
A monitoring inspection was conducted on September 28, 2023. The inspector was on site from approximately 3:15 pm until 5:00 pm. A new site director was present and assisted with the inspection. There were 36 children present, ranging in ages from six years to twelve years, with three staff supervising. Upon the Inspector?s arrival, children were outside playing on the equipment on the playground. Later children one group returned inside to the art room where they played with playdough, board games and magnetic blocks. Dismissal procedures were also observed. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of five child records were reviewed. Three staff records were reviewed virtually on September 29, 2023.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-780-140-A
Description: Based on review of five children?s records, the center did not obtain documentation of a physical before the child?s attendance or within 30 days after the first day of attendance.

Evidence:

The record of child #3, enrolled 08/21/2023, did not contain documentation of a physical examination, exceeding 30 days from the date of enrollment.

Plan of Correction: Per administration: We will contact parent and check with school nurse to obtain copy of physical.

Standard #: 8VAC20-780-60-A-8
Description: Based on review of children?s records and interview, the center did not obtain a written care plan for one child with a diagnosed food allergy, to include instructions from a physician regarding the food to which the child is allergic and the steps to be taken in the event of a suspected or confirmed allergic reaction.

Evidence:

The record of child #6, with a diagnosed food allergy, did not have documentation of an allergy care plan.
The director stated an allergy care plan had not been obtained.

Plan of Correction: Per administration: We will contact the parent to obtain an allergy care plan.

Standard #: 8VAC20-780-530-A-2
Description: Based on review of three staff records and observation, the center did not ensure at least one staff in each classroom or area where children are present had current certification in first aid from an organization such as the American Red Cross, American Heart Association, American Safety and Health Institute, or National Safety Council.

Evidence:

The record of staff #2 did not contain documentation of current first aid certification. Staff #2 was observed alone and in charge of a group of children.

Plan of Correction: Per administration, We will have staff with current first aid with the staff member until first aid certification can be obtained.

Standard #: 8VAC20-780-540-C
Description: Based on observation and interview, the center did not obtain all required items for the first aid kit.

Evidence:

The first aid kit did not have a pair of tweezers. The director acknowledged there were no tweezers in the first aid kit.

Plan of Correction: Per administration: We will pick up a pair of tweezers for the first aid kit.
