A license will not be able to be issued until documentation is received to show a qualified program director is on-board and on-site the required 50% of operating hours.

An unannounced renewal inspection was conducted on 10/24/23 from 3:20pm to 5:05pm with the Branch Manager and program staff. There were 17 daycare children in care, ranging in age from five-years to 12-years-old, supervised by three staff. The children were observed arriving from public school, washing hands, eating a snack, playing basketball or drawing, and playing color tag. Five child records, six staff records, and five Board Officer/Agent records were reviewed. All program staff have current certification in CPR and First Aid, as well as Daily Health Observation Training. The Branch Manager reported that there was no medication on site for children, but the program does have multiple staff current in Medication Administration Training (MAT). Required postings were observed. The attendance, allergy list, and emergency drill log were reviewed. The first aid kit, flashlight, and battery-operated radio were observed. The most recent Fire Inspection on file was dated 4/26/23 and the most recent Health Inspection on file was dated 4/25/23. Snack served was turkey and cheese sandwiches with milk. Please complete the "Plan of Correction" and "Date to be Corrected" areas on the Violation Notice for each violation cited and return to me by close of business on 11/14/23. Plans of correction should include steps to correct the noncompliance with the standard, and measures to prevent the noncompliance from occurring again.

Standard #: 8VAC20-780-200-A Description: Based on review of documentation and interview, the program did not have a qualified program director or a qualified back-up program director who met one of the director qualifications who was regularly on site at least 50% of the program's hours of operation. Evidence: The last day of the most recent Program Director was 10/13/23. Six staff records were reviewed on 10/24/23 and none of the staff were qualified to be the program director. The Branch Manager reported that a director was going to be brought over from another location. As of 11/8/23, documentation of a qualified program director has not been submitted by the program.
