Comments:
A complaint investigation was started om 9/13/2023 and ended on 11/08/2023. The complaint was about coverage in the morning and staff issues in the infant room. After reviewing logs and interview with teachers, director and owner, this complaint is valid. The center has been presented with a violation notice along with this inspection summary. The ongoing compliance with the standards is the responsibility of the licensee.

Standard #: 8VAC20-780-40-E
Complaint related: No
Description: Based on review of room logs, the center staff did not follow the center procedures.
The center requires staff to sign into the room when they are working in the room or covering the room due to ratio, before the regular staff arrive.
Evidence: Based on interview with staff and owner, the center staff failed to sign in when they were supervising children in the youngest infant room. On 9/11/and 9/12 no staff member signed in at the beginning of the day, to indicate that they were in the youngest infant room.

Plan of Correction: The owner was out of the office on both days. She usually comes in to oversee kids as they arrive to ensure coverage in the classrooms. There was coverage in the classroom, however, the teacher failed to sign in on the iPad. We have since hired a new director and have implemented that each teacher signs in on the iPad as well as keeping a paper log for each time they enter and exit a classroom.

Description: Based on the interview with staff, one staff was not able to carry out assigned responsibilities.
Evidence: Based on interviews, a staff member, staff 1, would doze off when she was rocking infants in the rocking chair, keeping her from actively supervising the infant. According to staff 1 it happened more than once.

Plan of Correction: We have changed this resource teachers? hours and restricted her from going into the infant classroom. She is only allowed in classrooms with older kids that enable her to move around. This change was made before the complaint was reported to licensing.

Complaint related: No
Description: Based on interview with staff, the younger infant room has been out of ratio in the morning.
Evidence: Based on interview with staff and review of sign in sheets from three day?s, the young infants room had 6 children in care on 2 out of 3 days reviewed with 1 staff. The center procedures at the time had the staff call the front office after the 5th child arrived. The room would be out of ratio until another staff member could cover the room.

Plan of Correction: The over ratio was noticed when the infant entered the building. The second teacher was called upon arrival, however, by the time the teacher entered the classroom, the parent had already left. There was a teacher in the classroom before the 6th child arrived, however, she failed to sign into the classroom. We have mandated that each classroom will call for support when they reach ratio for each age group and not after the child arrives that will put them over. We also continually check that teachers and children are signed into their classrooms throughout the day.
