An unannounced complaint investigation was conducted on 11/17/23 in response to a complaint received in the licensing office regarding an allegation related to the program?s administration. Based on review of documentation and interviews conducted, the allegation was determined to be valid, and the violation can be reviewed on the Violation Notice. Please complete the "Plan of Correction" and "Date to be Corrected" areas on the Violation Notice for each violation cited and return to me by close of business on 12/7/23. Plans of correction should include steps to correct the noncompliance with the standard, and measures to prevent the noncompliance from occurring again.

Standard #: 8VAC20-780-50-A Complaint related: No Description: Based on review of documentation and interview, children?s records were not made available to a parent on request, unless otherwise ordered by the court. Evidence: On 11/13/23, the parent of two enrolled children requested copies of the two children?s records from the center, and provided a court order to show they were entitled to the documentation. The center refused to give the parent copies of the records. Plan of Correction: When the parent arrives at the center, the center has never seen or met the parent. The parent did have a court documents stating who he/she was to the children. The center did verify the paperwork, however the child registration form had the other parent and two emergency contact information (names, address and phone numbers) on it. Due to the situation, the center did not feel comfortable and for the protection and safety of all parties listed on the form. The center did not release the information. The center wanted to check with Licensing and their attorney to make sure it was legal to release the child registration form. During our inspection, our inspector did let the center know we should have given the form. Tiffany's Learning Center accepted the violation because they wanted to protect all parties involved. The violation was corrected on 11/17/23.
