Comments:
A monitoring inspection was initiated on 11/29/2023 and concluded on 11/29/2023 from 10:00 AM to 2:00 PM. There were 72 children present, ranging in ages from infants to five, with 16 staff and three administrators. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies. A total of seven children?s records and the nine staff?s records were reviewed.
Information gathered during the inspection determined noncompliance with applicable standards or law and violations were documented on the violation notice issued to the facility.

Violations:
Standard #: 8VAC20-780-70
Description: Based on record review and interview, the center failed to ensure the staff records fail to provide documentation to demonstrate that the individual possesses the education, certification and experience required by the job position.

Evidence:

The director was unable to provide documentation for the lead teachers staff 8 and staff 9 to demonstrate that the they possess the education, certification and experience required by the job position.

Plan of Correction: Documentation of experience, education and training was submitted to licensor.
The director will ensure each employee['s file will have a form documenting how the individual meets qualifications for their position.

Standard #: 8VAC20-780-240-E
Description: Based on record review and interview, the center failed to ensure new staff completed orientation training in first aid and cardiopulmonary resuscitation (CPR), as appropriate to the age of the children in care within 30 days of the first day of employment.

Evidence:

1. The records of eight staff were reviewed. There was no documentation of orientation training in first aid and CPR.
2. The director stated they do not provide orientation training in first aid and CPR

Plan of Correction: Center staff are certified in age-appropriate first aid and CPR.
The director will also ensure each employee file will include a form documenting an age appropriate orientation to first aid and CPR by the first day of employment.
