Technical Assistance:
The temperature on 1/22/2024 at 6:30am was approximately 24.8 degrees outside.

Comments:
The Licensing Inspector conducted a joint investigation with a local agency in response to a complaint that was received by the licensing office on 1/22/2023 relating to the center being too cold and not having heat on 1/22/2024. Interviews were conducted with staff and documents were reviewed.

The information gathered during this investigation does support the allegations, so the complaint is determined to be valid. One violation was documented on the violation notice issued to the program.
Please complete the ?plan of correction? and ?date to be corrected? for each violation cited on the violation notice and return it to the department within 5 business days from receipt. Please specify how the deficient practice will be or has been corrected. Please do not use staff names; list staff by positions only.


Any plans of correction not received within 5 business days will result in the plans not appearing on the Violation Notice and public website.

Description: Based on interviews and review of documents, the center temperature was not maintained no lower than 68 degrees in inside areas occupied by children.
Evidence:
1. On January 22, 2024, the center did not have sufficient heat from approximately 6:30am until approximately 11:46am. A work order documented 2 hours of work to ?reset the freeze stat? on January 22, 2024; the work was completed at approximately 11:46am
2. Staff interviews confirmed that on January 22, 2024, the center was ?freezing? when they arrived, some as early as 6:30am. This was reported to management when they arrived at approximately 7:00am.
3. At approximately 7:00am, management noted the temperature gauge inside the center was registering 58 degrees in the Preschool 1 and 2 Classrooms. They turned on all the bottom heaters in all the classrooms, but it was still cold. The Preschool 1 and 2 children were then moved into the Toddler classroom.
4. Management called the contractor at approximately 7:00am to repair the heating system. The contractor arrived approximately 2 hours later.
5. At approximately 8:30-9:00am, staff put the infants in their coats and/or blankets. Staff observed that the infant's lips, face, hands and feet were turning purple/blue.
6. Staff felt the heat start pushing out at approximately 10:52am.
7. Work was completed on the heating system at approximately 11:46am.

Plan of Correction: A temperature gun was provided to the openers to check temperatures every morning and have a quicker resolution to the issue. Center will close if resolution is not reach within an hour.
