22.1 EARLY CHILDHOOD CARE AND EDUCATION

Comments:
An unannounced monitoring inspection was conducted today, October 19, 2023 as a focused follow-up to the issuance of a provisional license. The inspectors were on site from approximately 10:15 am until 11:50 am. The director was present during the inspection. There were 18 children present, ranging in ages from six months to four years, with four staff supervising. Children were observed playing in centers. Later children had time outside on the playground.
The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of three child records and three staff records were reviewed.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-780-350-C
Description: Based on observation and interview, the center did not maintain the required staff to child
children ratio when children are in ongoing mixed age groups. The staff to child ratio is applicable to the youngest child in the group and shall apply to the entire group.

Evidence:

1. At the time of the inspector?s arrival, 13 children (21 months to three years of age) were being supervised by Staff #1 and staff #2. The required staff-to-children ratio is applied to the youngest child in the group and is applicable to the entire group. The required staff-to-children ratio is one staff member for every five children present.
2. The director stated that the two-year child had been placed in the infant room to nap and that no additional staff had been added.

Plan of Correction: Per the director: I will have on call staff to come in and assist or part-time staff. Also make sure students are separated into smaller groups within ratio quantities, when staff numbers are low.
